The City of Rocky Mount, NC is seeking an experienced professional to serve as an Assistant City Manager. Rocky Mount is governed by a non-partisan City Council utilizing a Council/Manager form of government consisting of a Mayor, Mayor Pro Tem, and six Council members. The city, believing in active Community input and engagement, has 15 Council Committees, Commissions, and Boards. Holding an Aa2 bond rating and multiple GFOA budget awards, the 2021-2022 adopted budget is $224M budget with a $78M General Fund, an $81.M Electric Fund, and a $24M Gas Fund. Established at the Falls of the Tar River, Rocky Mount prides itself on being a leading cultural, economic, and education center of Eastern North Carolina. This city of over 60,000 residents lies in two counties, Nash and Edgecombe, and is home to NC Wesleyan College and Nash and Edgecombe Community Colleges. With lovely parks and greenways, a jewel of the city is the Imperial Center for the Arts and Sciences, creatively and lovingly renovated from an abandoned Atlantic Coast Line Railroad water tank and pump house. Three major highways serve the city: I-95 to its west, US 64 (Future 87) as its main east-west corridor, and US 301 (Wesleyan Boulevard) as its main north-south corridor. The Assistant City Manager will have responsibility for multiple portfolio agencies and will:
- Oversee implementation of the City’s strategic plans, initiatives and directives and special projects
- Coordinate the preparation and submission of operating and capital expenditure budgets tied to areas of responsibility
- Direct data collection and analysis
- Prepare and give oral and written presentations to the City Manager, the City Council, boards, other governmental agencies, and community groups
- Represent the interests of the City to outside groups, organizations and regulatory agencies at the state and federal levels
- Provide subject-matter expertise and consultation
- Manage highly visible, politically sensitive and complex issues and projects that may cross multiple departmental functions
- Ensure compliance with applicable federal, state, and local laws, regulations, codes, and/or standards
The next Assistant City Manager will be an experienced manager who is well versed in the management of an organization’s operations including, finance, personnel and strategic planning. The chosen candidate will have a record of recommending policies and implementing practices to achieve organizational goals and must possess the proven ability to attract, develop, motivate, and retain employees. Proven experience in public engagement is also necessary. The next Assistant City Manager will be skilled in partnership building and be able to manage within a public agency environment with numerous governmental policies and procedures. This enthusiastic, collaborative, results-oriented leader will bring outstanding communication, interpersonal and consensus building skills. Experience in performance management programs is preferred.
The ideal candidate will possess a master’s degree in public administration or a directly related field, and ten (10) years of progressively responsible related professional experience that includes significant management and supervisory experience at the department director or equivalent level. An equivalent combination of training and experience (as approved by the City Manager) may be used to meet the minimum qualifications.
