Our client, the Prince William County Service Authority, is seeking their next CEO/General Manager. The Prince William County Service Authority (PWCSA) is the largest combined water and wastewater utility in Virginia, serving approximately 348,000 customers. The Board of Directors governs PWCSA, appoints the CEO/General Manager, sets policies, adopts rates and charges, authorizes expenditures and legal action, and issues notes and bonds. PWCSA is the regional leader in supplying clean water and superior service to a large and ever-growing metropolitan population. PWCSA is a nationally recognized model for excellence, sustainability, industry best practices and environmental stewardship. Consistently high quality, reliability and customer satisfaction levels together with fiscally and environmentally sound practices, engineering and effective use of state-of-the-art technology have earned them this leadership role in the community and across the utility industry. The PWCSA board members serve four-year terms and are appointed by individual Prince William County supervisors.

The CEO/General Manager is responsible for assembling a cohesive and dynamic team at all levels of the enterprise; consistently developing, rewarding and recognizing employees for superior performance; enhancing and sustaining employee engagement; and creating a thriving work environment that encourages and rewards achievement, collaboration, and innovation.
This position is responsible for articulating a compelling vision to the workforce and aligning employee efforts in a highly unionized environment to ensure infrastructure and critical assets are effectively maintained, replaced and improved. The CEO/General Manager also takes responsibility for planning, organizing and directing water and wastewater operations in a manner consistent with regulations and overseeing all aspects of capital planning. Accordingly, this position requires a leader with political savvy and the ability to implement services and solutions that create buy-in and support from stakeholders with a variety of interests.
The next CEO will also:
- Present to the Board of Directors policy positions on legislation, regulations and other governmental and public policy activities affecting water and wastewater operations
- Provide direction and leadership toward the achievement of PWCSA’s philosophy, mission, strategic and financial objectives
- Represent and promote PWCSA’s position in relation to government, regulators, peer organizations and stakeholders
- Focus on operations, financial, and administrative performance as needed; takes corrective action while maintain regulatory compliance; and promote strong customer service
- Recommend yearly budget for Board approval and prudently manage resources within budget guidelines, laws and regulations, and
- Assure the PWCSA’s challenges and successes, as well as its mission, programs, and services are consistently communicated to relevant stakeholders
This position requires a Bachelor’s degree and an advanced degree (preferred) from an accredited college, and at least ten (10) years of recent experience in senior management roles of increasing responsibility. A current of former General Manager, Chief Operating Officer or other senior executive in an organization where success is dependent on both world-class performance and cooperative relationships with both internal and external constituents whose interests may be divergent would be a competitive candidate. The ideal candidate would also have progressive experience in a water/wastewater treatment plant environment or other utilities environment. Proven communication skills with the ability to present complex issues to community stakeholders, media, a board of directors and every level of government are also required. A proven ability to coordinate with officials from multiple regional jurisdictions to achieve common goals is essential.
