The Town of Rolesville is actively searching for a dedicated and experienced Director of Human Resources.
The Director of Human Resources will oversee all aspects of HR, including employee relations, recruitment and selection, compliance, employment, compensation, benefits, employee training, safety, labor relations, employee assistance, and wellness programs. Reporting to the Town Manager, the HR Director will provide expert professional guidance to staff on all personnel-related matters and play a key role in developing and directing HR initiatives.
THE POSITION
As the Human Resources Director, you will be a key leader, responsible for a wide range of critical functions, including:
- Strategic HR Leadership: Develop and direct the implementation of HR goals, objectives, policies, and procedures, ensuring alignment with the Town’s mission.
- Talent Management: Oversee and participate in all phases of recruitment, selection, and employment processes, ensuring compliance with federal, state, and local fair employment practices.
- Compensation & Benefits: Direct and participate in compensation management activities, including recommending changes to job descriptions, pay grades, and program design, and ensuring competitive and legally compliant programs.
- Employee & Labor Relations: Counsel management and employees on various relations matters, including policy interpretation, corrective action, and termination, and represent the Town in related third-party matters (e.g., discipline, unemployment, workers’ compensation).
- Policy & Compliance: Update and distribute all applicable HR policies and procedures, advising managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommending necessary changes.
- Organizational Development: Analyze training needs to ensure appropriate employee development and training and identify causes of personnel problems to develop recommendations for improvement.
- Data Analysis & Reporting: Maintain accurate records and compile statistical reports on personnel-related data to inform decision-making.
- Workplace Environment: Actively promote and support the overall mission of the Town by fostering a harmonious and effective workplace environment through courteous and cooperative interactions.
The mid-point of the salary range of this position is $146,578.
REQUIREMENTS
To excel as the Human Resources Director, candidates must possess a Bachelor’s degree in public or business administration or a closely related field. A master’s degree is preferred.
Ideal candidates will have at least 7 years of progressively responsible human resources managerial experience, including at least 4 years in a supervisory management capacity. An equivalent combination of education and experience will also be considered.
Experience in a municipal or government setting and a professional HR certification are preferred qualifications.
This role demands a comprehensive understanding of human resources administration concepts, principles, and procedures, including expertise in program planning, development, implementation, and evaluation, as well as budget administration.
Furthermore, the successful candidate will have in-depth knowledge of applicable federal, state, and local employment laws and regulations, and a proven ability to lead and motivate teams, develop effective work teams, and train others in HR policies and procedures.
