As the inaugural Commander of U.S. Africa Command, General Ward was the nation’s first Black Combatant Commander and oversaw the establishment of the nation’s newest geographic command responsible for all U.S. defense and security activities on the African continent and its island nations. Before taking this position, General Ward was the Deputy Commander of the U.S. European Command, U.S. Security Coordinator for the Israel-Palestinian Authority in Jerusalem and Tel Aviv, and NATO’s Stabilization Force Commander in Bosnia. He was the Vice Director of Operations, Joint Staff, Pentagon, on September 11, 2001 and oversaw the nation’s initial response to the terror attack. Since retirement from the United States Army, General Ward has served as President of SENTEL Corporation and as Strategic Adviser for Vectrus Systems Corporation. General Ward is a permanent member of the Council on Foreign Relations.

Stephanie D. Nellons-Paige

Stephanie D. Nellons-Paige, a lifelong servant leader and philanthropist, has dedicated her career to improving outcomes for cities through infrastructure building and global partnership development. Nellons-Paige’s more than 30 years of senior executive experience in the public and private sectors has included leading business and strategic partnership development for Fortune 500 companies in public transportation, fleet and facilities maintenance, and food services management.

Nellons-Paige is the CEO and Board Vice Chair of the Nellons Paige Group, Inc. (NPG), a strategic consulting firm she co-founded with her husband, Rod Paige, former U.S. Secretary of Education. NPG provides business development expertise to various entities, including the private sector, transportation agencies, infrastructure investment entities, foundations, school districts, higher education institutions, and cities. Through NPG, she has helped clients in various industries, including passenger transportation and facilities maintenance, generate more than a billion dollars in revenue and residuals.

Freddie Fuller

Freddie Fuller

A proven leader and a true public servant, Freddie Fuller has utilized his education, expertise and relationships to engage and connect organizations and individuals within the public transportation and infrastructure industry for more than 27 years.  Freddie is the Executive Director of Sales for the East Central Geography (DC, DE, IA, IL, IN, MD, MI, MN, MO, OH, PA, VA, WI, WV).  He’s responsible for ensuring the sales team achieves their financial goals for sales (bookings, backlog growth, and sales investment) within transportation, water and the built environment. Tasked with providing overall sales management by driving organic growth for both near and long-term perspectives. 

Freddie serves as Immediate Past National Chair of the Conference of Minority Transportation Officials (COMTO) and is a former Secretary/Treasurer of the American Public Transportation Association (APTA).  He also serves on the Transit Advisory Board for The Routing Company and on the advisory board of Polihire, a boutique executive search firm.

Freddie earned an undergraduate degree in Urban Studies from Virginia Commonwealth University, two Masters degrees from Georgia Tech in City Planning and Civil Engineering.  He also completed coursework towards a doctorate degree at Virginia Tech in Planning, Governance and Globalization. He and his wife, Tasha reside in Woodbridge, Virginia and are the proud parents of four children.  Freddie loves to work out regularly.

Cindy Kupski, Co-Founder and President of Flexwind Inc., leads a dynamic software and engineering services company. With over two decades in the intelligence community and technology sector, Cindy excels in both design and engineering disciplines. Her passion lies in crafting exceptional user experiences, backed by certifications in User Experience (UXC & CUA) and Design Sprint Facilitation. As a certified ScrumMaster, she combines leadership prowess with a deep understanding of mission-driven work. Cindy holds a Bachelor of Fine Arts Degree in Graphic Design from the University of Akron, complemented by an MBA from Virginia Tech, Pamplin College of Business.

Dr. Marc A. Love

Dr. Marc A. Love

Dr. Marc A. Love is the VP of National Provider Contracting and Strategy for Kaiser Permanente in Georgia and Mid-Atlantic States. In this capacity, he is responsible for partnering with leaders across the regions to develop and implement the vision for care across the continuum and to create systematic opportunities for Kaiser Permanente to continue to develop and lead as a community health system.

Before joining Kaiser Permanente, Marc was the State Chief Operating Officer for WellCare of Georgia. Prior to its acquisition by Centene, WellCare was the largest Medicaid CMO in Georgia and the 4th-largest Medicare Advantage plan. At WellCare, Marc was primarily responsible for Health Plan Operations, Network Management, and Member Experience. In addition, he was responsible for driving financial performance, improving quality outcomes, and managing the relationship with the plan’s government partners.

Prior to joining WellCare, Marc held the positions of Vice President of Managed Care Operations for both PHP, a Medicare Advantage HMO, and PHC, a Medicaid Managed Care HMO in Florida, and Manager in the Actuarial and Business Consulting unit of Deloitte.

Marc serves as Finance Committee Chair on the Board of Trustees of his undergraduate alma mater, Talladega College. He is also on the Board of Directors of national home health company Accessible Home Care.

In addition to his B.A. from Talladega College, Marc earned an MBA from Howard University and a Doctor of Business Administration from Florida International University.
