The District of Columbia Housing Finance Agency (DCHFA) is seeking a Sr. Vice President of Single-Family Programs.

THE ORGANIZATION

DCHFA is a uniquely created and organized financial intermediary and administrator of affordable housing programs and homeownership resources in the District of Columbia. Through its Multifamily Lending and Neighborhood Investment and Capital Markets divisions, DCHFA issues tax-exempt mortgage revenue bonds to lower the developers’ costs of acquiring, constructing and rehabilitating rental housing. The Agency offers private for-profit and non-profit developers low-cost predevelopment, construction and permanent financing that supports the new construction, acquisition, and rehabilitation of affordable rental housing in the District. DCHFA’s Single Family Programs division creates homeownership opportunities in the District by providing low-cost single-family mortgages and down payment assistance, made possible through the issuance of mortgage-backed securities. The Agency offers a variety of programs for current and potential homeowners with the goal of expanding and retaining homeownership opportunities in the District.

THE POSITION

The DC Housing Finance Agency (DCHFA) is actively seeking a highly skilled and experienced Senior Vice President (SVP) of Single-Family Programs to lead and manage the daily operations of the Department. This critical role involves assisting the Executive Director in developing and implementing Single-Family Programs that promote affordable homeownership throughout the District of Columbia. The SVP will be responsible for planning, directing, managing, and executing housing financial goals, activities, fiscal functions, and annual reporting. As a vital member of the executive leadership team, the Senior Vice President of Single-Family Programs will embody and champion the Agency’s mission, values, and culture.

The SVP is responsible for managing the daily operations of the Single-Family Programs Department, assisting the Executive Director in developing these programs, and promoting affordable homeownership.

The budgeted salary for this position is in the low $200,000s, with the final offer dependent on experience.

KEY RESPONSIBILITIES

  • Serving on the executive leadership team and supporting the Agency’s mission.
  • Overseeing the development, implementation, and administration of Single-Family Programs.
  • Developing and implementing residential mortgage loan programs utilizing various funding sources.
  • Managing contracts and agreements with vendors/service providers.
  • Coordinating with financial management to review interest rates.
  • Acting as the primary liaison for compliance reviews and audits.
  • Developing and managing annual budgets for all Single-Family Programs.
  • Identifying and escalating potential conflicts of interest or loan fraud.
  • Building and maintaining relationships with lenders and realtors.
  • Increasing loan production, profitability, and market share.
  • Researching and recommending new funding sources.
  • Managing key relationships with the Agency’s Master Servicer, software providers, etc.
  • Researching market trends and opportunities.
  • Representing the Agency with trade organizations and at meetings.
  • Staying informed on mortgage-related issues.
  • Performing other assigned duties.

REQUIREMENTS

  • Education: Bachelor’s degree in Business, Finance, Real Estate, Marketing, a related field, or
    equivalent professional experience. An advanced degree is preferred or equivalent experience.
  • Experience: Ten plus (10+) years of mortgage banking, lending, and housing programs experience.
    Five plus (5+) years of executive management experience.
  • Knowledge: Knowledge of mortgage concepts, practices, procedures, and programs. Thorough
    knowledge of HUD and Fannie Mae Housing Counseling, FHA, VA, and conventional underwriting
    guidelines. Knowledge of fiscal planning, budgeting, and reporting. Strong working knowledge of
    Microsoft Office Suite.
  • Skills: Ability to draft and finalize homeownership programs. Marketing and data analytical skills,
    including excellent marketing skills (possibly with TV and Radio experience). Excellent customer
    service skills. Ability to successfully and autonomously manage projects of a varied and complex
    nature. Excellent communication skills (verbal and written) and ability to make presentations.
    Ability to lead, coach, and develop staff. Ability to work proactively and operate accurately and
    efficiently in a fast-paced environment with variable deadlines.
