ABOUT CITY GOVERNMENT

The City of Richmond operates under a Mayor-Council form of government whereby the Mayor is elected at large by a majority of voters in at least five of the city’s nine council districts. The Mayor serves a full-time, four-year term overseeing the executive management of the city’s departments and agencies.

The Mayor serves as the City’s chief executive officer, while City Council exercises legislative authority, policy oversight, and budget approval. The Chief Administrative Officer (CAO), who reports to the Mayor, is directly responsible for the city’s day-to-day municipal operations.

The Department of Finance plays a critical role in supporting executive leadership, City Council, and departments through sound fiscal stewardship, transparent financial reporting, and strategic investment in systems and data that improve decision-making across the organization.

ABOUT THE DEPUTY FINANCE DIRECTOR

The City of Richmond is seeking a forward-thinking financial leader to serve as Deputy Finance Director with a specialized focus on financial technology modernization, data analytics, and systems integration. Reporting directly to the Finance Director, this executive-level role provides strategic leadership over key financial operations while driving innovation, performance measurement, and evidence-based decision-making. This position is mission-critical to advancing fiscal transparency, operational efficiency, and the modernization of the City’s financial infrastructure, and serves as a trusted advisor to executive leadership on enterprise financial strategy. The salary for this position is up to $200,000.

KEY RESPONSIBILITIES

Executive Leadership & Strategic Innovation

  • Provide executive oversight for multiple finance divisions, including accounting, revenue, treasury, and financial systems administration.
  • Lead the modernization of financial systems, incorporating automation, artificial intelligence, and business intelligence tools.
  • Develop and implement a comprehensive financial data governance framework.
  • Establish performance measurement systems aligned with organizational goals and service outcomes.

Financial Operations & Accounting Oversight

  • Direct preparation and analysis of financial reports, forecasts, dashboards, and executive briefings.
  • Oversee data-driven forecasting, long-term financial planning, and investment strategy.
  • Ensure fiscal integrity and compliance across accounting, payroll, cash management, and revenue functions.
  • Monitor key performance indicators, revenue trends, and financial risk exposures.

Technology & Systems Modernization

  • Serve as the Finance Department’s lead liaison for technology initiatives.
  • Lead ERP optimization, system integration, and process automation initiatives.
  • Evaluate cloud-based and SaaS financial solutions for scalability, efficiency, and data security.
  • Advance open data and fiscal transparency initiatives.

Leadership, Collaboration & Advisory

  • Supervise, mentor, and develop high-performing finance professionals.
  • Collaborate across departments to align financial systems with enterprise priorities.
  • Serve as a strategic advisor to the Finance Director, Deputy CAO, and executive leadership.

QUALIFICATIONS

The successful candidate will bring executive presence, technical financial expertise, and a demonstrated ability to lead modernization initiatives within a complex public-sector environment. The candidate will also possess a Bachelor’s degree in finance, accounting, public administration, business administration, or a related field required and have significant senior-level experience in governmental finance or financial systems leadership. A demonstrated success leading ERP implementations, analytics initiatives, or financial modernization efforts is necessary. A Master’s degree and advanced public-sector finance experience preferred.
